Sharp tools make good work, Underwater vehicle is the sharp tool for the exploitation of marine resources. With the development of underwater vehicle which has derived from a series of related issues, the safety of navigation is one of the most important direction. Vehicle navigation is threatened every moment from the sea in complex ocean environment, so how to accurately understanding and description of underwater vehicle working environment is essential for its safe navigation. Using safety surface concept, this paper puts forward to the definition of vehicle navigation safety of surface water. During the construction of curved surface takes full account of the impact of the ocean on the safety of navigation, which can provide direct reference image, as a carrier for safe navigation .This paper defines the space of navigation safety surface definition. According to its nature, the impact on the marine environment, marine environment geographic elements of the hydrological factors to the safety of navigation and vehicle, navigation safety surface is defined as the internal boundary, and the three parts. Using terrain model, terrain, factor modeling technology has completes the construction of navigation safety surface.When the safety of navigation in the surface boundary is determined, according to the different requirements for different uses of concealment of underwater vehicle, considering the threat probability from the surface ship, it is divided into two directions of scientific inquiry and the use of military uses to classify build. The boundary of completed navigation safety surface is stronger practicability, wider range of application .When constructing boundary surfaces in the safety of navigation, the first step is to the submarine elevation data, choosing appropriate interpolation algorithm according to project requirement. After the completion of the undersea terrain modeling, considering the carrier’s own motor performance and environmental constraints associated terrain, this paper presents the underwater launch vehicle navigation safety related terrain constraints. Based on these conditions, through the undersea terrain constraints and threats of terrain go to complete construction of the surface under the safe navigation of the border. Vehicle navigation in the lower boundary can meet the safety of navigation, but also meet the limit maneuvering their performance.When the safety of navigation in the internal boundary surfaces is constructed , through in-depth analysis of the Configuration Space theory, fuzzy comprehensive evaluation theory,it puts forwards a method of modeling of fuzzy configuration elements --Fuzzy Configuration Space Modeling. Based on this method to quantify the level of threat in the dangerous waters of the ocean hydrological elements, building envelope elements of the threat surface,hydrological factors will express threat of underwater vehicle model image out, making the space safe space and dangerous waters in separate distinct.Finally, this paper summarizes the safe navigation of the surface to build the whole idea,to complete the integration of navigation safety surfaces, and verified by simulation. Analysis showed that surface and the original landform of fit well has achieved a constraint handling terrain, reflected the threat envelope model hydrological factors, and had strong practicability in the field of underwater vehicle route planning etc.
