The quality of ATC operational work can influence aircraft fuel consumption,but it is difficult to make quantitative assessment about ATC operational quality and energy-saving work due to the limitation of current facility and lack of fuel consumption parameter.Hence,the fuel consumption and pollution discharge level calculation model is established which is based on ATC recorder data to realize the quantitative assessment about ATC operational quality and the influence to the environment.First,it analyzes the basic influencing factors of fuel consumption using aircraft performance knowledge,establishes climb phase fuel consumption models including BP network with few input elements and BP network with multi input elements,The result shows that the two models are all reliable and the critical influencing factors are speed,heading and altitude.Based on the result above,establish BP network fuel consumption model which is based on the flight track data matching with QAR records,input pseudo radar data into the model to calculate estimated fuel consumption value,comparing the estimated value with the real QAR fuel consumption data,the result shows that assessment error range of this model is less than 2%,so it can satisfy the requirement of ATC fuel consumption calculation.Finally,input the radar track data of some flights into the fuel consumption model to calculate fuel consumption of each flight during climb phase,calculate and analyze the pollution discharge level such as CO,CO2,HxC,NOx using pollution discharge model which realizes the application of the model;then collect the radar record data of some low level flights which is under control of 8 excellent air traffic controllers under the same condition,calculate and analyze the fuel consumption and pollution discharge level,The result shows that the air traffic controllers' skill has critical impact on air traffic operation,aircraft fuel consumption and pollution discharge level.Through optimizing air traffic controllers' skill,the aircraft fuel consumption and pollution discharge level can be decreased effectively to achieve Tripartite win-win between economy,society and environment.
