Community Vulnerability And Assessment Under Intervention From Large-scale Project

Since China is in the critical process of urbanization,infrastructure projects and redevelopment projects is emerging increasingly.Due to uniques aspects in terms of lasing time,wide impact range,vested interests parties,lage-scale projects have profound impact on the affected community.Project sustainable development require project to achieve economic,society and environment sustainbiltiy.Social impact assessment as an effective tool plays a great role in identifying and assessing social impact of large-scale projects.It envourages practionners to idnetigy social impact and make mitigation.However,community as a human-environment system,has certain capacites to cope with that exteral intervention.However,there is scarity of community vulnerability in the field of social impact asssessemnt.Aimed to gap the knowledge gap above,this research is to develop the the concept of community vulnerability,attributes,respondes,factors that influence under intervention of large scale project based on social impact assessment,community capital,vulnerabitliy.With the help of distance decay theory and life cycle theory,this research explore the spatial and temperal character of community vulnerability.Then sustainable livelihood framework is combined with temperal and spatical character to develop an analytical framework.Finally,the assessment system is constructed by comprehensive index and fuzzy matter elementa.To validate the assessment system,a real case study Tianwan nuclear power station is conducted.The research finds:the intervention of project includes physical,non-physical and lasting impact,which promote that interaction and exchange in terms of community capital and narrow the gap among communities;the community vulunerability is the result of internal and exteral function and the respondes of community vulnerability is the decline of community capital;community vulnerability has obvious reflections in space and temporay;the assessment systeim is robust and scientific.This research not only broaden the research perspective in the field of social impact assessment and community vulnerability,but provides practival and theoretical guide for the conduction in social impact and community.
