In recent years, the Arctic has attracted more and more attention worldwide because the Arctic glaciers and ice caps have been melting due to global climate change. As the sea ice accelerates melting in the recent 20-30 years, there are gradually two major waterways on the Arctic:the Northwest Passage and the Northeast Passage, these two routes collectively referred to as the Arctic Route.Academics and experts from all over the world started to study the Arctic Route and explore the time and possibility of the opening of the Arctic Route, the navigation environment, the impact on the world economy and trade and the shipping industry after the opening of the Arctic channel. However, most of the research on the Arctic Route is limited to qualitative analysis, and the related quantitative research on the Arctic waterway is still relatively small. Most of the studies are still only on exploring the conditions for the opening and opening of the Arctic waterway. For some details after the opening there is no depth study yet.The main pur:pose of this paper is to study the selection planning of the hub of the sea-rail transport network considering the Arctic Route based on the analysis of practical operation and theory. This article first reviews the research status of the network hub location at home and abroad and the research status quo of the Arctic Route. Then the paper introduces the thought and model of the site selection of the classical network hub in the foreign countries. At the same time, the study introduces the model and thought of the hierarchical network hub location theory and the hub arc location theory applied in this study. Then the study analyzes the navigation environment of the Arctic Route and the traffic Network in adjacent regions of the Arctic;Chapter 4 introduces the improved mathematical model combining the hierarchical hub location model and hub arc location model and the Benders algorithm used in this paper. The fifth chapter is the core section of this paper.Firstly, the source and handling process of data in the model are explained. How the Benders decomposition algorithm applied in this paper is explained in detail.A small example is given to prove the effectiveness of Benders decomposition. Finally the paper utilizes the actual data to calculate the final result, screen out the cargo hub in order to minimize the total cost of the entire shipping network and confirm the location and quantity of the cargo hub in the sea-rail intermodal network. This proves the effectiveness of the mathematical model in this paper.
