Wind power has developed rapidly in the "Three Norths" areas of China. While, the situation of giving up wind power and limiting generation has been very severe, because the wind power network space has been greatly compressed due to the “power subject to heat” constrain of CHP units for ensuring heating demand in winter.Aiming at this problem, this paper presents an economical scheduling optimization scheme for thermoelectric cogeneration system considering wind power consumption. And a rolling scheduling strategy for multiple time scales is proposed to improve its flexibility and accuracy. In this paper,a new type of cogeneration system with electric energy storage, electric boiler and heat storage tank is set up.The characteristics of wind power output and the prediction level of wind power are analyzed, and the principle and feasibility of each flexible and controllable unit in the system are expounded. In addition, compared with each unit running independently, the advantages of integrated scheduling characteristics of cogeneration system are analyzed. In order to decouple the traditional ‘heat-set' constraint and improve the capacity of wind power consumption, aiming at the cogeneration system above, the mathematic models of thermal power units,CHP units, electric energy storage systems, electric boilers and heat storage tank are studied respectively.Based on the energy balance constraints, unit operation constraints and network security constraints.A day-ahead scheduling optimization model with the goal of achieving the lowest operating cost is established considering the cost of abandoning wind power. The improved particle swarm optimization(PSO)algorithm is used to obtain the optimal solution of economic scheduling.Through the simulation example, compared with traditional dispatching mode, the effectiveness of economic dispatching optimization scheme is verified. In order to solve the problem that wind power randomness reduces the precision of day-ahead scheduling,a multi-time scale rolling scheduling strategy is studied, and a rolling planning model and a real-time planning model are established on the basis of day-ahead planning. At the same time, the deviation constraint of the unit output is increased to ensure the smooth connection of the plan of different time scales. The simulation results show that the multi-time scale rolling scheduling strategy can further enhance the ability of the system to absorb wind power, and can effectively track the load curve and gradually reduce the influence of wind power prediction error on the scheduling plan formulation.
