The theft phenomenon in power system caused great loss of power,brought huge economic losses to the country and power supply enterprises,affected the normal order of using electricity in the society seriously,and related to the entire power grid security and social harmony and stability.The main reason is the lack of awareness of power users and the management of power users is not in place.So it is important to study the distribution network anti electricity theft technology.Through in-depth study of the electric energy metering device working principle,summed up the principle of common electricity stealing ways and methods to seek access to punish acts of stealing the better.Common electricity stealing behavior includes ordinary type stealing,technical stealing and high-tech stealing.The ordinary type of theft is refers to the Never mind and a metering device around the metering device for electric larceny,its characteristics are not the metering device hands feet,and there is no fixed rule.The technology of electric larceny refers to the acts of stealing are directly related to those with a metering device.Refers to the use of high-tech electricity metering principle manufacturing electricity theft meter high speed rewind,stop or slow turn,or change the electronic energy meter program is set so that the power meter measurement error behavior.As the power grid manager,management measures and technical measures are the main measures taken into the anti electricity theft work.One of the management measures is to increase the degree of legal publicity,so that the electricity customers know the law and follow the law.Another management measure is to strengthen the management of line loss,and use the zoning line loss management to reflects the anti electricity theft work results,through the observation of the feeder line loss,combined with the technical measures,give thieves a heavy blow.The technical measures mainly depends on the comparative analysis of user history consumption data and real-time monitoring of electricity data to realize the accurate rate and line loss for combat acts of stealing radio area.By choosing two typical electric theft cases in Shenzhen Luohu District,the application of these anti electricity theft measures in practical work is showed.In the remote control theft case,through the use of line loss analysis of abnormal measures found stealing behavior,and use the background monitoring system to investigate the behavior of stealing electricity.In a hoist electricity theft case,the stealing behavior is found through investigation and the use of feeder alignment,and use prior Capitol,layout before action to investigate the behavior of stealing electricity.In the case of a short circuit electricity theft,stealing behavior found bycombining the analysis of abnormal line loss and accurate alignment,and rely on the public security law enforcement to investigate the electricity theft behavior.
