| With the introduction and promotion of ecological civilization,protecting ecological environment,transforming development model and realizing green development have become the themes of current era.Eco-city,as a kind of development model conforming to the requirements of the times,has gradually become the mainstream of global urban development.Zhangye,as a city located on the two national nature reserves of Qilian Mountain and Heihe Wetland,its special and diversified ecological resources become the natural advantage of Zhangye building eco-city.With the promotion of the concept of ecological civilization and the proposal of the national “Belt and Road” construction strategy,taking the road of eco-city construction has become the inevitable choice for the Zhangye economic transition.Taking Ganzhou District of Zhangye City as the research object,this paper tries to analyze and discuss the overall thinking,transformation path of Zhangye eco-city,the transformation course and the transformation effect evaluation of Ganzhou District and evaluate the policy efficiency of Zhangye eco-city construction.It has certain theoretical value and practical significance to study the process and model of eco-city transformation of oasis city in arid area.First of all,based on the ideas and roles of Zhangye City's global transformation,the relevant policies for the development and transformation of Zhangye City were reviewed from the perspective of time and policy,and the transformation direction and policy promotion path of the three major industries in Zhangye City were analyzed,and the urban space was restructured,which forms a new spatial pattern.The results indicate that Zhangye City eco-city construction is mainly promoted by the government.The citizens' participation in Zhangye's eco-city construction is relatively low,and the implementation of enterprises and public participation plays a promoting role in eco-city construction.Additionally,the Zhangye Municipal Government promotes the transformation of modern agriculture,ecological industry,and cultural tourism by providing preferential policies such as subsidies,funds,incentives,tax refunds,discount interest,and investment promotion.Secondly,the paper introduced the transformation course of Ganzhou District from four aspects of production value structure,tourism industry,urban space expansion and landscape ecological environment.The results show that in output value structure,the 2011 can basically be regarded as a turning point of the significant changes of the output structure of Ganzhou District;in tourism industry,since the Eco-city construction of Zhangye in 2009,the contribution of tourism to GDP is very significant.In terms of urban space expansion,the urban space expansion of Ganzhou District in 2008-2017 is mainly in the direction of the west,and there is also a large area expansion in the north and northeast,with a smaller extent in the south.The area of urban areas in 2017 has nearly doubled compared to 2008,and the area of expansion in 2009,2012 and 2014 has been the most extensive;from the aspect of landscape ecological environment,before the year of 2009,Ganquan Park was the most important ecological land in Ganzhou District.After 2009,ecological land began to expand a large area,and the direction of expansion is mainly in the northern suburbs of the city,supplemented by the eastern part,and scattered inside the urban area.Third,this paper evaluated the transformation results of the eco-city in Ganzhou District and the evaluation of citizen perception effects.First of all,through constructing the indicator system of Zhangye eco-city level,the development level of Zhangye eco-city was measured and evaluated.The results show that the development level of eco-city in Ganzhou District began to reach a preferable or even excellent level after 2011.Then,the perception effects of citizens were evaluated.The research results show that the assessment of ecological awareness effect,urban environmental effect assessment,urban spatial expansion effect assessment,life quality effect evaluation,and leisure recreational effect evaluation scores are successively reduced.The individual attributes significantly associated with the overall transition effect are age,education,and monthly consumption.Age has a significant positive correlation with the transition effect evaluation at the 1% level,and the degree of academic evaluation of transition effect is significantly negatively correlated at the level of 10%,and the monthly consumption is significantly negatively correlated with the evaluation of transition effect at the level of 5%.Finally,the efficiency of Zhangye eco-economic transition policy were measured and evaluated,the result shows that since the “Opinions on Building a Big City of Ecological Civilization” was put forward in 2010,the output-to-investment ratio of the policy has increased rapidly and the transformation speed has been unprecedented.This also indicates from the side that Zhangye's guideline for eco-economic transition policies is scientific and reasonable. |
