The Luanhe River irrigation area is located in the southern Hebei province of Luanhe River west of Tangshan City coastal plain area.Irrigation district economy plays a very important role in the national economy of Tangshan City.With the development of regional economy,the contradiction between water demand and water resource condition is deepening,and the unreasonable water resource application has brought a series of serious environmental problems.That the mechanism of ecological environment effect of irrigation area is studied in this paper,and the main ecological environment problems of the lower reaches system is analyzed systematic.Based on this,the evaluation index system of water-saving is established which is based on the ecological environmental impact.And at the same time,according to expert research method and minimum mean square error method,the index is screened,ultimately the comprehensive evaluation index system was determined,and also the rationality was analyzed.The clustering and ordering of the improved grey clustering decision method is used to build the agricultural water-saving irrigation evaluation model which is based on improved grey clustering analysis.And the model has been applied in specific Luanhe river downstream,The results shows that the water-saving irrigation model based on improved grey clustering analysis is feasible,the higher credibility degree of water-saving irrigation intensity sequence and the corresponding evaluation level can be got simply and quickly,and it is conducive to a better evaluation of water-saving irrigation problem.At the same time by using the method of fuzzy clustering analysis,a model of water-saving irrigation evaluation based on fuzzy clustering is established,Through the calculation of simple,rapid,high reliability of water-saving irrigation scheduling results can be got also,which has a extended significance for estimating the vulnerability of agricultural water-saving irrigation.
