With our country takes attention to the construction of emergency processed grain reserve depot, the building projects of depot increase continuously, and the engineering cost has really come to the forefront.The engineering cost estimation, which is the source and foundation of cost control, is very important. Due to the lack of reasonable and effective engineering cost estimation method, it is extremely essential to establish a relatively accurate and practical estimating method of grain reserve depot.This thesis mainly studies the engineering cost estimation during feasibility study phase. Based on the investigation of traditional and modern estimation methods both domestic and abroad, this thesis analyze the structure of engineering cost and present a new method, dividing the engineering cost into two part: one cost that can be estimated by model and one couldn't. This article focuses on the estimation of civil engineering cost, the cost that can be estimated by model, building the estimation model based on the combination of fuzzy mathematics, genetic algorithm and neural network. Firstly this model utilize fuzzy rules to express qualitative description of influence factors in digits, secondly use genetic algorithm to improve the weight and threshold of the BP neural network, finally train the sample data by neural network. The model has been coded in MATLAB language.When the proposed estimation method is applied on an grain reserve depot to verify the feasibility, test results show that this method achieve satisfactory forecast result.
