The current community health services are our country's health policy, which is important for health system reform in China. Home telemedicine system is an important part of community health services. It offers convenient, suitable and self-operational technology of family health care for old people, people with chronic diseases and special healthy population (newborns, pregnant women). This system achieve the goal of medical care into the home thereby reducing health care costs and improving quality of life, in order to meet the public's growing need for health care services.In this paper, the background of family medicine, based on Cortex-A8 processor and Android operating system designed and developed community-oriented telemedicine smart home gateway, with witch physiological collection terminal PM6750 communicate via RS232 serial to realize ECG, blood pressure, pulse, respiration, oxygen saturation, body temperature signal acquisition. Based on TCP/IP protocol and Socket remote communication technology, the intelligent home gateway and remote communication outside the community center, the collected data can be uploaded in real time via the LAN area to distant community center. This article designs and develops a telemedicine service system based on Flex, by which users can view their own health records, medical records and other information in a Web browser. In the same time, medical staff can view real-time recording and health diagnosis, and they can send abnormal alarm information to the users. Then in the elderly population for common heart disease, according to the collected ECG feature point extraction to ECG (Electrocardiograph, ECG) signal in the T-wave, for example, the use of fuzzy neural network on T-wave data fusion, measured by the abnormal state come to realize the ECG signal in coronary insufficiency and myocardial infarction automatic identification.
