The outcome of public hospital reform related to the success of health care reform, and is of uppermost priority during the 13 th Five-Year Plan period. With the rapid development of medical and health services, hospital information construction is an efficient way to achieve health care reform.Hospital informatization construction is developing at an unprecedented rate. That is to say, the medical treatment has been basically has the condition to go to the big data age. However, the management mode of public hospitals is less advanced as it was10 years or even decades ago, and is doing extremely disproportionate management behavior with the data time.As a three-level hospital, Z hospital is a comprehensive and famous one in Handan, and it is a public hospital reform pilot hospital. In 2012, the hospital successfully implemented the HOA collaborative office platform that lays the foundation for the quantitative study of management problems. Take Z hospital for example, his paper puts forward full optimizing hospital management for the first time. Relying on the HOA collaborative platform, this paper analyzes the problems of hospitals management by the combination of qualitative analysis and quantitative analysis. And this paper finds shorts of hospitals management board from the points of organization, human resources, process management and system management. At present the major management lacks are the imbalanced structure of hospitals management, talent gap, the uneven efficiency of process management and the imbalance of knowledge management. Aiming at these problems, this paper puts forward five suggestions. The first is to improve the organizational structure, add the lack of departments to remove redundant departments. The secondarily suggestion is to adjust the structure of human resources, improve the quality of personnel. The thirdly suggestion is to optimize the workflow, streamline links, and improve the effectiveness of. The fourth is to enhance service awareness, pay attention to quality and safety. And the fifth is to take a balanced score assessment, to create a comprehensive optimization management. The hospital uses HOA platform to achieve the overall configuration management organization, and improve management efficiency. Finally the hospital management will form a new mode of full optimizing management.
