Large tertiary hospital outpatient service is heavy, the daily outpatient volume of at least 3000 people or more, outpatient service is difficult to see a doctor has a long history, but also to focus on the issue of health care reform. In the medical resources within a certain period of time under the premise of to solve the difficult problem of clinic to see a doctor, must be to improve on the current treatment modalities, through efficient treatment mode to improve medical efficiency, improve patient satisfaction. Outpatient service pattern of the tertiary hospital outpatient clinic for produce revolutionary influence, good treatment mode not only can you improve treatment efficiency, but also to a large extent change the habit of treatment of patients, shorten the treatment time of patients and provide convenience to patients, improve patient satisfaction, make the limited medical resources full, effective, fair and orderly utilization.This paper made a thorough study on the pattern of outpatient service of medical institutions in city, and made a deep study on the pattern of outpatient service in M Hospital of Handan city. First of all, the M hospital in Handan before the use of several outpatient treatment model were analyzed, the existing problems were sorted out. Then, based on the relevant theories of management and operations research, this paper presents a full time appointment outpatient service model, and gives a detailed exposition of the model and the planning and design of the model. Finally, the effect of the new model in the M Hospital of Handan city was evaluated, and the existing problems were sorted out. In the course of the study, for patients and staff of questionnaire, to refine the problem clear collect up, use statistical methods to the data for statistical analysis, and the quantitative display, from a variety of data of problem of profound understanding. Then, according to the problems found, the business process reengineering theory, queuing theory and dynamic programming theory are used to solve the problem.Full time appointment outpatient service mode is put forward the innovation of the thesis, the pattern in full time appointment registration, uniform source management, appointment, triage mode, queuing, payment mode, business process card, outpatient management put forward innovative ideas, and scheme of these views, the concrete application scheme is designed. The model in 2015 before the major hospitals in the country rarely used, this model in Handan M hospital running well, a good solution to the problem of outpatient visits. The model has a reasonable distribution of time and space, saves a large amount of unnecessary non-medical treatment time, and gets the consensus of the doctor and medical staff.
