Study On The Zero Rate Drug Policy In Jiangsu Province

With the improvement of people's living standard,the demand for health services is increasing.The pharmaceutical industry has been developing rapidly in the open market economy,along with the rapid rise of medical expenses and drug costs rising,the latter is generally considered to be the important reasons for the "expensive medical fee" problem.Drug revenue in many medical institutions even accounted for more than half of the total medical treatment,it presents "supporting medicine with drugs" for a long time.In order to reduce drug costs and the burden of medical treatment and to build healthy medical price system,National Development and Reform Commission and other departments issued a notice about print and distribute the opinions for the reform of pricing mechanism of medicines and medical services in 2009,the document clearly stated that cancelling drug addition in medical institutions gradually,implementing zero profit drug sales,and improving the compensation mechanism of public medical institutions through increasing of the medical service income,charging dispensing fee and increasing government investment at the same time,thus balancing the interests of all parties and reshaping the robust medical price system.Jiangsu Province,as one of the four comprehensive medical reform pilot provinces in China,has a lot of experience reference for other areas.This study starts from the related concepts of drug price and zero rate,and then reviews the policies of the national and Jiangsu on drug addition and zero rate price control and the like.With the help of the theory of public goods,the theory of market failure and the basic knowledge of microeconomics,the theoretical analysis of the effect of drug zero rate is carried out.The focus of this paper is to study the changes of health service quantity,medical expenses and drug proportion of medical institutions in Jiangsu after the implementation of zero rate policy,and to select three cities with different economic levels in Jiangsu,which are Nanjing,Yangzhou and Lianyungang,to further study the specific policy measures and effectiveness.On this basis,the paper summarizes the problems of the implementation of drug zero rate in Jiangsu Province,including:the medical expenditure has not yet been effectively controlled,the government finance investment and hospital debt,the regional differences of hospital health resources and policy effect is obvious,the grassroots medical institutions access to drugs is not high,the drug bidding system exists problems and the medical insurance management system appears disadvantages.Finally,some suggestions are put forward to improve the policy from four angles of government,pharmaceutical enterprises,medical institutions and ordinary people.
