Research On The Evaluation Of The Emplementation Effect Of Critical Illness Insurance

The critical illness insurance is based on the basic medical insurance,given an institutional arrangement to guarantee the high medical costs for seriously ill patients,people not only can reduce the burden of medical expenses,to solve the "poverty caused by illness" phenomenon,but also has an important role on push for ease of sick family relationships,social harmony and stability.But there are still many problems in the critical illness insurance development process,implementation effect evaluation for critical illness insurance,has important theoretical significance and practical significance of the development of medical insurance,on one hand,promoting the development of medical insurance theory,has important significance in the social security and social avoidance policy theory;on the other hand,we can have a better understanding of the implementation of this system,find out the existing problems,and to provide reference for the improvement of medical policy.This paper reviews the medical insurance system of our country's development pattern and the overseas medical insurance practice,based on the theory of policy evaluation.Constructing the evaluation index system of medical insurance,the index system includes 2 first level indicators(fact evaluation and value assessment),4 level second indexes(effectiveness,economy,responsiveness and satisfaction)and 10 level third indexes,and set the evaluation standard for each of the three indexes.Methods 16 cases were randomly selected for interview and observation.The results show that the medical insurance policy has achieved a certain effect target in the solution of "poverty caused by illness",such as direct reduction of medical expenses,to ease the family and social conflicts and promote social consumption,but also bring unexpected results,including the implementation of critical illness insurance has" spillover effect "on basic medical insurance and can not guarantee a good effect on patients with chronic outpatient illness;at the same time,there are still some problems in the implementation process,such as "treatment after pay" mode,the medical expense reimbursement process is not smooth,to solve these problems,this paper proposed the establishment of a sound system of outpatient illness,improve the medical insurance system,to strengthen the commercial health insurance support,pay attention to primary care,to establish an effective mechanism for the control of medical expenses,improve residents' awareness of prevention and health care,and to create a good environment for the development of critical illness insurance.
