ObjectiveBased on the comparative analysis of status of Jiangxi drug centralized procurement mode and centralized procurement mode,this paper implements in-depth analysis on influences of different procurement modes on price of antineoplastic drug,excavates the problems in centralized procurement by invitation to be,and proposes corresponding solution so as to perfect Jiangxi drug centralized procurement mode and further reduce price of antineoplastic drug.Methods(1)Document Research and Information AnalysisBy means of famous domestic(e.g.China Journal Net,CVIP and Wanfang Data)as well as overseas(e.g.Medline,Springer and Pubmed)database websites,this paper retrieves various relevant periodicals,papers,books and literatures for reading research,and looks up national related documents and implementation solution of drug centralized procurement in various provinces to provide reference for the theoretical research of drug centralized procurement mode.(2)Case Analysis MethodDuring the process of researching drug centralized procurement mode,this paper selects three turns of drug centralized procurement of antineoplastic drug in Jiangxi medicine procurement service platform as cases;through the comparative analysis of price,it organically integrates relevant theories and practice,and applies theoretical knowledge to guidance practical work,which makes this research conclusions become more persuasive and endows suggestions with strong operability.(3)Questionnaire SurveyAimed at the rationality of drug centralized procurement by invitation to bid in Jiangxi medicine procurement service platform,the questionnaire survey is carries out to issue questionnaires to the medicine manufacturers and distribution enterprises for tendering,and adopting telephone counseling to personnel concerned to pharmacy department of medical institutions.The survey of rationality formulated according to the indexes of centralized procurement solutions makes endows the research conclusions with practical reference and persuasion.Results(1)Among the 136 antineoplastic drug compared between mode I and mode II,the proportion of price falling reached to 61.03%;the decreasing amplitude of nearly 70% of categories was less than 5%.The prices of more than 95% of product specification decreased,the decline of bargain product specification was in the same quantity with that in steady price;the decreasing amplitude of 70% of bidding product specification and bargain specification was less than 5%.(2)Among the 119 antineoplastic drug compared between mode I and mode II,the proportion of price falling reached to 39.50%;the drugs in steady price occupied 30.25%;and the ratio of drugs with advanced price was 30.25%;85% of two-envelope product specification decreased in price,and the price of 1/3 of network product specification increased.(3)The price of antineoplastic drug presented the trend of decrease through the three modes of centralized procurement,but there was no obvious difference in significance of three modes on price of antineoplastic drug.(4)The approval rate of setting catalogue classification quantity in category 2,3,4 and 5 is higher,the approval rate of dosage form grouping quantity is higher at group 40-50;the approval rate of quality level and bidding grouping is higher with grouping quantity of 3.(5)The reasonable indexes of mode I are quality level and bidding group,while the unreasonable index is price limiting principle;the reasonable indexes of mode II are quality level and bidding group,while the unreasonable index is price limiting principle;the reasonable index of mode III is catalogue classification,while the unreasonable index is elimination rule.Conclusions(1)Price limiting principle,bidding grouping and elimination rate influence the price decreasing effect of procurement mode.(2)The price decreasing effect of modes I,II and III of Jiangxi drug centralized procurement on antineoplastic drug are not obvious.(3)The price decreasing effects of modes I,II and III of Jiangxi drug centralized procurement on antineoplastic drug in different catalogue classifications are various.(4)It is difficult to lower price of exclusive antineoplastic drug.(5)The introduction of negotiation mechanism into control of antineoplastic drug price by Jiangxi drug centralized procurement deserves exploration.Suggestions(1)Constructing scientific and reasonable centralized procurement review system and perfecting top-level design.(2)Exploiting new thought for centralized procurement of antineoplastic drug,introducing competitive mechanism reasonably to reduce drug price.(3)Introducing price negotiation mechanism to exclusively product to gradually decrease drug price.(4)Increasing the weight of the consistent praise of generic drug so as to advance the implementation of consistent praise of generic drug and enhance clinical effect of domestic drug.(5)During the process of procurement,reinforcing supervision of drug production,circulation and use,formulating assessment index,setting up reward and punishment mechanism.(6)Establishing reasonable catalogue and price adjustment mechanism to guarantee clinical medication.
