Non-traditional Security Perspective Study Of The Problem The Frontier Sanitation And Quarantine In China

With the acceleration of global economic integration,China is confronted with increasingly complex national and international security situation.Non-traditional security problems such as financial crisis,terrorism,infectious diseases and natural disasters have replaced the traditional security problems such as military affairs and politics,and have become the key issues threatening national,regional and international security.Therefore,under the new situation,the entry-exit inspection and quarantine departments will construct biological safety barriers at frontier ports,especially prevention and control of epidemic diseases,anti-terrorism at ports and prevention of alien species invasion.It is important to safeguard China’s non-traditional security.How to construct a quarantine system that meets the requirements of international health regulations and protect the public health security of national ports in practice has become an important part of China’s national public health security strategy.China’s cause of sanitary quarantine can’t develop without understanding its national strategies nowadays deeply.7 areas of 11 National Security Concepts are related to quarantine.If China wants to realize the national great rejuvenation,she must put her people’s health in the strategic position of priority development.Sanitary quarantine officers must strictly abide by anti-epidemic line,improving the capacity of security and the quality of International Travel Health Services,finding the right niche and exploiting the functional advantages to the full.As for the economic area,quarantine must serve for the foreign trade,create new clearance mechanism,raise the clearance speed of people,goods and transportation media and cut down the logistics costs.It also needs to optimize sanitary permission and use measures to serve for service industry.The way of reforming China’s sanitary quarantine is to build up new a public sanitary system and to insist the priority of top-level design.It needs the perfect combination of the following 5 systems,that is,preventive control of port diseases,contingency management of emergency,sanitary supervision,international travel health service and anti-terrorist on chemical and biological.All port units should plan unified,so as for making the way meet the requirements of national security strategies and should consider and take actions actively.From the legal level,in order to promote the development of China’s sanitary quarantine,the Frontier Health and Quarantine Law and its rules for the implementation need comprehensive revision to suit for the need of the situation nowadays and the social development.From the technical level,technical ability of sanitary quarantine needs to be improved and hit China’s sanitary quarantine brand of epidemic detection and anti-terrorist combination.From the talent development level,talented development,especial those complex professionals and influential experts both at home and abroad should be paid attention to.From the legal enforcement level,China needs to use information technology on the concrete work relating to quarantine of transportation media,goods,luggage and parcels to improve the quality of legal enforcement.Based on the emergence,development and mode of frontier sanitary quarantine,this essay examines the problems of China’s frontier sanitary quarantine and analyzes the port sanitary quarantine in Xiamen from different aspects,in order to let Xiamen become the microcosm of all ports in China.It mainly discusses the sanitary quarantine measures of security field of non-traditional countries with the aim to provide services to all the society and finally guarantee people’s health and sanitary.
