Health is related to the overall development of a person, related to the national prosperity and social progress.China has increased health to an important strategic development position,to promote the building of a "healthy China." The strategic goal of healthy development is inseparable from the investment of medical and health care. However, through the development of medical and health undertakings in China, great progress has been made while many problems still exist. The most typical problem is that the development of medical and health can not be very good to meet the ever-increasing health needs of the population. It is necessary to understand whether the development of medical and health is coordinated with the development of national health before exploring how to make the development of medical and health services meet the people's health needs. Therefore,it is very important to study the coordinated development of medical investment and national health system. As health capital is added to the framework of human capital theory, and the proposition of "healthy urbanization",the relationship between health and traditional human capital, namely education, and the relationship with urbanization has aroused the deep discussion of all circles of society. On the basis of calculating the coordination degree of medical investment and national health,we regard it as the proxy variable of medical and health, and study its interaction with education and urbanization. In this paper,coupling-coordination degree model is used to study the temporal and spatial characteristics of medical investment and national health development. The results show that the two systems have a high degree of correlation, and reach benign resonance coupling and gradually become orderly and healthy development. The coupling-coordination degree is still in transitional stage from tough coordination to intermediate coordination, but being increasing with time. There is obvious regional difference in the coupling-coordination degree between medical investment and national health, and the coupling-coordination degree has positive correlationwith regional economic development level. In addition, the study also shows that the improvement of the regional coupling-coordination degree between medical investment and national health are closely linked with the implementation of the new medical reform.Based on the Panel VAR model, coordination degree of the two systems are taken as the proxy variables of medical and health. The relationship between them and education, urbanization is further studied in this paper. The results show that there is interaction between the three. The national level and the eastern and central regions showed a positive impact between the three. The different is that the impulse response of urbanization to coordination degree, the impulse response of coordination degree and urbanization to education of the eastern region are greater than national lever. The fluctuation range of the impulse response of education and coordination degree in the central area is larger. The interaction between the three in the western region are very different compared to the other regions. The positive and negative effects offset each other between coordination degree and urbanization. The impact of education on coordination degree is negative. And the positive and negative effects between education and urbanization offset each other. Therefore, the policy recommendations are put forward for this regional difference. The eastern, central and western regions should take corresponding measures to promote the coordinated development of medical and health, education and urbanization, with taking their respective development gaps into account.
