The Effectiveness Analysis And Countermeasures Study On Deepen Reform Of The Medical And Health System In Yulin City

Medical and health care is a major problem of people's livelihood. Deepening the medical and health system reform is the important way to share the fruits of reform and development of,is the urgent desire of the broad masses of the people. Fully implement the party central committee and state council since 2009, we will deepen reform of the medical and health system, after more than eight years of efforts to explore, major phased achievements have been made in the reform, the problem of \"difficulty and high cost of the doctor\" effectively alleviated.As health reform into deep waters, hit a deep-seated contradictions and problems more and more, more and more difficult, to supplement the medical situation has not been fundamental change, long-term goal of health reform has a long way.Yulin is located in the northernmost part of Shaanxi Province,and has rich energy and mineral resources. Yulin economy has been rapid development, but there are still regional imbalances and other issues. Taking yulin city medical health system reform since 2009 as the research subject, firstly the paper studies to illustrate the background and significance,generalizes the study of domestic and foreign scholars about health care reform and reviewed in this paper, and illustrates the research contents, methods and main innovation point of this article.On this basis, from the welfare economics, public goods, the Angle of fairness and justice,and equality of basic public services theory to discuss about deepening the reform of medical health system.Then, the current situation of medical and health system reform in Yulin City is discussed. Through the field investigation and statistical analysis, Yulin is considered to do a lot of work to promote the basic medical insurance system, implement the national basic drug system, improve the primary health care service system, promote the equalization of basic public health services and the comprehensive reform of public hospitals, explore out of the shenmu free medical care for all the people, fugu double filling double tube four combinations,jingbian-yanshuiguang pipeline health reform patterns such as integrated management of county town. Medicine and health care system reform has achieved remarkable achievement,improving continuously the medical security and medical institutions - continues to grow, the medical service efficiency improved significantly, increasing amount of medical personnel,medical expenses proportion declining, etc.And the problems in the reform in yulin and the reasons for the targeted analysis, think there are medical and health resources allocation is not reasonable, financial input long-acting mechanism has not been established, the basic medical security system is imperfect, shortage of medical and health personnel, the grading system is not sound, the problem such as the slow process of public hospital reform.Papers from the system design and implementation of the cause of the problem are analyzed.In order to solve these problems, the analysis of exploration in other parts of the country, put forward through the construction of \"health yulin\" according to the breakthrough of the reform of medical insurance payment methods, comprehensively promote universal health care, grading treatment and modern hospital management, system of drug supply, public health, the five aspects of the corresponding countermeasures and Suggestions, so as to provide scientific basis for the reform smoothly and policy recommendations.
