At present,China's new round of medical system reform is ongoing,in-depth development.In March 2015,the State Council proposed ?National Medical and Health service system planning outline(2015-2020)?,the establishment and improvement of hierarchical diagnosis and treatment mode.From a national perspective,Under the hierarchical diagnosis and treatment mode,the construction of grassroots medical and health institutions encountered many problems,such as low level of technology for medical personnel,management level of medical institution is not high,medical facilities are not perfect,uneven distribution of medical resources,institutions and residents lack of interaction will seriously hinder the further hierarchical diagnosis and treatment mode,and said,The advantages and disadvantages of grassroots medical and health institutions construction is the key of determining the success of the implementation of hierarchical diagnosis and treatment mode.Therefore,it is necessary to study the problem of the construction of grassroots medical and health institutions under the hierarchical diagnosis and treatment mode.Based on the grassroots medical and health institutions of Zhuhai city,as the research object,using the method of questionnaire and interview,the interview to the grassroots medical and health institutions of Zhuhai city departments,conducted a questionnaire survey on the grassroots medical and health institutions,community residents.Analysis of the construction of the grassroots medical and health institutions construction in Zhuhai city,including present situation,effect and insufficient of construction.Analyze the causes of insufficient construction of Zhuhai city,the grassroots medical and health institutions under hierarchical diagnosis and treatment mode from the authorities,medical institutions and community residents in three dimensions.Through the comparative study the experience of hierarchical diagnosis and treatment of advanced countries,using self-organization theory and cooperative governance theory,put forward the countermeasures for the grassroots medical and health institutions of Zhuhai city in the construction of hierarchical diagnosis and treatment mode,suggested authorities need to do separation of management and running,from a single management to cooperative governance;medical and health institutions can get rid of the barriers,the sharing of resources,explore the suitable conjoined and remote treatment mode,also that the medical institutions from a single connection to three-dimensional linkage;community residents can properly adjust the potential of the traditional concept of trust and accept the grassroots medical and health institutions.This research results not only provide countermeasures and suggestions for the grassroots medical and health institutions to better carry out the construction under the hierarchical diagnosis and treatment mode,the grassroots medical and health institutions to better serve the community residents,effectively alleviate the medical people encountered "difficult and expensive" problem of treatment,but also provide a theoretical basis for the establishment of Zhuhai hierarchical diagnosis and treatment and accelerate the pace of construction mode of diagnosis and treatment of grading in Zhuhai city.
