Research On The Present Situation And Implementation Of Hierarchical Diagnosis And Treatment

Research objective: this research analyzes the implementation of hierarchical diagnosis and treatment through literature method、interview method、questionnaire survey and statistical analysis method in N city sichuan province,and it discusses about hierarchical diagnosis and treatment present situation,issues and development in N city through combining investigation and the analysis of interview,and it provides a political suggestion about improving the system of medical service in the N city.This research contains three parts.The first part illustrates the present situation of classification treatment model in N city of Sichuan Province by discussing about the allocation of medical resource、the utilization of medical service and the policy system of hierarchical treatment;the second part analyzes the existing problems by summarizing from the public questionnaire survey and the depth of interviews with medical works in N city.In this study,by analyzing N city health administrative statistics and interview contents and combining with N city health system internal statistics and “Sichuan statistical yearbook(2015),the result shows that: N city of the public to choose the first hospital for the tertiary hospital for medical treatment is high;consider the quality of medical care as the most important factor;on the classification of the awareness rate of58%;on the primary hospital for medical treatment,two-way referral situation,health insurance reimbursement convenience Satisfaction rate is low;after referral,spend time and cost have increased;the standard of referral of the two-way referral system needs to be improved;the quantitative assessment index is lack of scientific basis;the medical insurance system is docked;the referral procedure is complicated;the relevant policy promotion is not in place;Institutions lack of facilities and equipment,technical personnel and incentives;public hospitals to be public welfare return.N city of Sichuan Province classification treatment model still need to improve.Need to rationally allocate primary medical resources,to further improve the quality of medical resources,improve the classification of treatment and related policies,and reasonably guide the public medical intentions,comprehensively enhance the primaryhealth care services and technical level,establish and improve the supervision and evaluation mechanism to break the interests of ice,so that public health Institutions return to public welfare and other initiatives to form an orderly medical order,so as to ease the "expensive,difficult to see a doctor" problem.
