| Public service facilities closely related to the residents provide public service products for them. The location of public service facilities is the pursuit of social benefits, making more people available to enjoy social welfare.Meanwhile, the location of public service facilities emphasizes the fairness of public resource allocation, which means under the same circumstance, people can obtain homogeneous public services.Prevention is considered as one of the most important means of controlling infectious diseases. And vaccination is the most effective measures.Vaccination station is a place for people to receive vaccination. With the improvement of social economy and living standard, people have more requirements on the safety, effectiveness and service quality of vaccination. Therefore,it is essential to locate the vaccination station fairly and reasonably.Based on the above background, this paper puts forward the topic of "multi-objective optimization decision research of vaccination station location" by sorting domestic and foreign literatures and investigating the location of vaccination station in Nanshan District of Shenzhen. In this paper,a multi-objective mathematical programming model is established.Based on the existing vaccination stations, the communities served by the vaccination stations are reallocated, the number of vaccination stations opening all day and the number of specialists are reassigned. In order to achieve the objectives of maximizing number of all-day opening vaccination stations, minimizing distance between community and vaccination station, and minimizing number of professionals required. In this paper,we use Lingo and Cplex software to solve the mathematical model and do numerical experiments based on the data of the vaccination stations in Nanshan District of Shenzhen. The following suggestions are made for the decisions on location of vaccination station, the distribution of communities and professional staffs. When the number of all-day opening vaccination stations is fixed,a certain increase in the number of professionals will reduce the distance between communities and the vaccination stations. But when the number of all-day opening vaccination stations exceeds a certain number, increase the number of professionals will not bring the same result any more. Moreover, when the number of professionals is fixed,a modest increase in the number of all-day opening vaccination stations will reduce the distance between the communities and the vaccination stations. But when the number of professionals is too large, increase the number of all-day opening vaccination stations will not bring a significant reduction in the total distance.Meanwhile, the government’s policy may affect the birth rate of the newborn,so it is necessary to consider the effects of the government’s policy when it comes to the location decisions of vaccination stations. The main contribution of this paper is to establish a multi-objective programming model. We gave priority to the shortest total distance among the three objectives,so that it can bring convenience to community residents, thereby improving the service quality of vaccination stations.Because of the large number of vaccination stations and communities involved,it is obviously difficult to solve such mathematical model through traditional method Therefore, the computer software is used and we draw the relevant conclusions after analyzing the results by numerical experiments. |
