It is a common phenomenon of the shortage of nurses in China,thus a scientifically and reasonably Nurse Staffing plays a key role to propel the development of the nursing profession.Generally,nurses are assigned according to the nurse–bed ratios,the ratio of the opening bed spaces of a care unit and the number of nurses.However,the patients of ophthalmic wards are normally in mild condition with high turnover rate,which is obviously does not fit that simple and straight Nurse Staffing standard.There is a lack of universal standard of Nurse staffing among Eye Hospitals,managers of hospitals assign staffs according to self experiences or the national regulations,namely,subjective factors are in the leading position,which would result to the shortages or wastes of nursing resources very likely.This paper firstly analysis the negative results of the unbalancing Nurse staffing,then summaries the research situation of it both at home and abroad,and introduces the principle and the application situation of different staffing methods.Finally,the principle foundation,the practice method of operation and the advantage of assigning nurses according to the care workload have been highlighted.The situation of the Nurse Staffing standard research has been analysed,however,the reference standard is lacking as there is not enough relating research.Finally,descriptive research design has been adapted,a site investigation method has been taken in A hospital,and finally a Nurse Staffing Model has been established based on workload.This research provides a first-hand data to the Nurse Staffing of all the domestic ophthalmic wards,this Nurse Staffing model,which would dynamically response to the daily workload,is different from the widely used nurse–bed ratios,and could be the basis of Nurse Staffing and adjustment of ophthalmic wards.Besides,the Fatigue Allowance has been fully considered in this model,which makes the Nurse Staffing more humanized,and it could provide somereference value to propel the scientifically management of Nurse Staffing both in theory and in practice.
