Objective:This paper collected the human resource data from Shanxi Centers for Disease Prevention and Control(CDC).By figuring out the Lorentz curve and the Gini coefficient,this paper analyzed the general human resource situation of Shanxi CDCs in the population fairness and geographical fairness.The status of human resource and its influencing factors in provincial and municipal levels of Shanxi CDCs were described and analyzed with the method of questionnaire survey.Under the principle of “permanent solution and strengthening the prevention consciousness”,we proposed the idea of optimizing the staffing of Shanxi CDCs,providing the scientific basis for the government's health human resource planning.Methods:1.Literature review.Through this method,the paper defined and described the concept and research content of CDC's human resource,collected the relevant data and literature,and learned the development and research status of CDC's human resource at home and abroad.2.Fairness judgment.By figuring out the Lorentz curve and the Gini coefficient,the paper analyzed and assessed Shanxi CDCs' human resource allocation from the aspects of population fairness and geographical fairness.3.Questionnaire survey.From the theory of human resource and the viewpoint of management discipline and by consulting the opinions of some experts,this study designedthe questionnaire of “Survey on Human Resource of Shanxi CDCs”,and attempted to investigate and analyze 12 provincial and municipal Shanxi CDCs' staffs from personal basic situation,the scientific research,professional evaluation,living conditions and research and learning.4.Data analysis.The data was entered by Epidate and analyzed with some related methods.Results:1.The decreasing tendency of the number of health personnel and health technical personnel in Shanxi CDCs is appeared in recent years.According to the "Guidance Opinion on the Standards for the Establishment of the Centers for Disease Control and Prevention",there is a shortage of health personnel in Shanxi CDCs.2.The population distribution and geographical distribution of health human resource in Shanxi CDCs are 0.1016 and 0.1716 respectively,which shows a good fairness.3.The survey results show that the average age of health worker in the provincial and municipal Shanxi CDCs is 42 years old,and there is an aging trend in the age structure.Among the health workers,the academic qualifications of the undergraduate degree are the largest part(57.7%),the payroll takes 87%,of them the technical staff account for 75%.The basic information of work,the overall liquidity is relatively stable,the scope of practice in the proportion of the structure need to adjust in some aspects,such as the health personnel in chronic disease prevention and control account for 3.8%,which does not meet the requirement of 5% or above.In terms of the occupational evaluation,the job satisfaction is not high in general,only 48.3% of the health staff feel satisfactory,economic pressure and promotion is the common problems reflect the rest of them.In the research and learning part,scientific research activities,scientific results and learning chances are relatively lacking.Conclusions:1.In order to focus on the development of public health,the “prevention-oriented”health policy should be implemented effectively.The relevant administrative departments should further improve the awareness of the importance of public health and put them into actions under the relative policies and requirements.In accordance with the needs of industry development,the number of disease prevention and control personnel should be increased.The government should improve the welfare system,and the social prestige of CDC staff,and carry out special investigations on the outstanding problems targeting specific groups and put forward practical solutions.2.Talent evaluation mechanism should be improved,and also the title assessment system should be completed.Considering the recent issue of title policy system,all levels of health administrative departments should strengthen the refinement and implementation of the system,should do some necessary adjustments of the title of the “hardware”elements.In addition,all levels of health administrative departments should increase the supervision of the title assessment,solving the problem of “perfor” and “assessment”separated and the problems of “no commitment”.3.We shuold strengthen the continuing education to meet the needs of CDC staffs' knowledge updating.The government should further improve the national continuing education system,build a comprehensive education system for all,and innovate continuing education mode.
