Study On Community Health Human Resources For The Service Of Family Physician In H District Of Tianjin

One significant objective of new round of deepening the health care reform is to build the system of hierarchical diagnosis.Specifically,the capacity of the grassroots health institutions is the foundation to realize hierarchical diagnosis system.The service of family physician is an efficient strategy to improve the capacity of the grassroots health institutions.Furthermore,it is suitable to China's conditions.However,developing the family physician service will bring new challenge for the construction of human resources of the community health service centers.Therefore,a feasible Community health human resources strategic planning for the family physician service model is necessary to be considered by the government.This thesis studies the current situation of the family physician service in H district which is the first pilot areas to implement family physician service.Firstly,this thesis will conclude the problems of building the human resources of the community health service centers by using the data collected from the following method: search the relevant policies,regulations and literature;consult relevant leaders and experts;accomplish a satisfaction survey.Secondly,this thesis builds the SWOT model to analysis the strengths,weaknesses,opportunities and threats of building the human resources of the community health service centers for implementing the family physician service.At last,based on the SWOT model,this thesis proposes the following development strategy: construct “1+1+1” service model;expand financial input;promote equal pay for equal work;create a family physician guidance team;strengthen incentive mechanism;establish an effective performance evaluation system,etc.These countermeasures not only can be used to solve the H area encountered in the process of the community health human resources issues of implementing family physician service,also have certain reference function to other domestic areas.Therefore,this thesis has a great research value.
