Contrastive Analysis On The Change Of Finance Data Before And After The Comprehensive Reform Of A Hospital In Anhui Province

Objective: The general office of the State Council on 2015 issued a deepening health reform key tasks,mainly covers the reform of public hospitals,drug price reform,the reform of salary system,put forward all county public hospitals canceled drug addition(Chinese herbal medicine except),is strictly prohibited to medical personnel in public hospitals set income index,priority allocation of domestic equipment and instruments,the actual transaction drug the price is formed by market competition,improve the shortage of drug supply security and early warning mechanism,the basic medicare insurance rate is more than 95%.In this context,Anhui city public hospital reform as a comprehensive medical reform pilot core task.Based on the comparative analysis of changes in income and cost data before and after a large three hospitals in Anhui comprehensive health care reform,preliminary evaluation of the health care reform,in order to provide data support for the follow-up of the health care reform measures.Methods: By collecting the related data of income and cost before and after medical reform in a three grade hospital,and comparing them before and after.The reporting period is from April 1,2015 to March 31,2016,and the base date is from April 1,2014 to March 31,2015.Investigation content: through a hospital comprehensive health care reform before and after the income and cost of financial data changes trend analysis.The contents of the survey include: health care before and after the outpatient registration number,outpatient drug income,outpatient service income,outpatient medical materials to total revenue ratio;bed income,hospitalization health material class total revenue ratio of drug income and service income,hospitalization medication;personnel expenses and health materials costs,drug costs accounted for the total the cost of outpatient and inpatient drug ratio;individual total revenue ratio;with a single outpatient drug expenditure,hospitalization expenses,patients with single drug for in-service for staff salaries and other data;using EXCEL table and SPSS16.0 statistical software were compared before and after each single index.Results: Results: the results showed that: the proportion of outpatient drug reporting period total revenue,up from 51% down to 44%,the reporting period constituent ratio of inpatient drug revenues accounted for total revenue,up from 39.6% down to 31.51%,effectively reduce the burden of patients.The constituent ratio of personnel expenses during the reporting period accounted for the main business cost increased from 19.71%to 26.05%,an increase of the medical staff,hospital expenses,in per capita income rose from 153321.89 yuan to 175271.52 yuan,reflecting technical service value of the medical staff.Conclusion: Anhui Province in the implementation of a hospital in Anhui after the comprehensive medical reform to reduce the burden on patients with drugs,while increasing the income and satisfaction of health care workers,there is a win-win effect.After the medical reform,the cost of health materials increased significantly offset the impact of the price of drugs,in order to further deepen the direction of health care reform.But the results still need further study in several comprehensive hospital.
