Implementing Performance Pay System is an important part of wage system reform in public institutions.Since October 1,2009,China has carried out performance pay reforms in public health and medical establishment of basic unit.It took more than a year to promote the Performance Pay System from national level to the county level.The Performance Pay System has been implemented formally from December,2010 among the public health and medical establishment of basic unit in Gulou district of Fuzhou city.It plays a role in standardizing pattern of income distribution,emphasizing nonprofit nature of medical institutions,motivating the staff(stimulating the enthusiasm of the staff),and promoting the development of public welfare establishments as well aspublic service.Nevertheless,there still exist several issues in the practice,thus affecting its effectiveness.It's worth deeply exploring how the performance pay reform is conducted healthily,orderly,steadily and smoothly.Whereas,Chinese pulblic institutions are complex whiledifferent types of institutions perforam different functions,hence Performance Pay System cannot be studied as a whole,but only specific type or field would work,which helps point to the whole area.This paper makes an in-depth study in the implementation of Performance Pay System in Medical and Health Care Institutions of Gulou District in Fuzhou City by employing multiple approaches such as literature review,questionnaire survey,case study and interview.First,based on the research situation of performance-based pay system at home and abroad,we state the relevant concepts and theories.Second,by introducing the implementation of the Performance Pay System in Gulou District in recent years,the research analyzes the existing problems and their root causes.Finally,by studying advanced experience of other domestic district-level Medical and Health Care Institutions,this paper suggests some policies to improve the Performance Pay System of the Medical and Health Care Institutions of Gulou District,so as to provide reference for its deep reform and for solving some common problems in other public institutions' implementation of Performance Pay System.
