Under the background of GSP,the basic medical insurance system of our country continues to improve the level of medical insurance coverage,and in particular,it plays an important role in the burden of medical expenses on patients with outpatient services,which fully demonstrates the right of citizens to enjoy medical treatment in a fair manner.In recent years,with the increase in the incidence of various modern diseases and the increase in the average life expectancy of the population,the increase in the number of elderly patients with chronic diseases has led to an increase in the number of patients attending hospitals due to illness,which has also brought about the expenditure of medical insurance funds.heavy burden.Then,how to improve the management of basic medical insurance outpatient disease types so as to realize the basic medical rights and interests of the insured personnel and reduce the personal burden on the insured patients.It is also possible to strictly control the risk of the pooling of funds in the pool of funds,which is the current medical treatment.The top priority in insurance management.The thesis is based on the topical disease management of basic medical insurance in Liaoning Province.The author is familiar with the relevant literature and information about the management of outpatient diseases for basic medical insurance in all regions of Liaoning Province,and the administrative departments of provincial medical insurance and major hospitals.The medical insurance management staff conducted a structured interview and obtained the status of payment in the outpatient disease management in Liaoning Province.On this basis,the author also analyzes the problems and causes of medical expenses in outpatient disease management in Liaoning Province,and finds that the main problems are the inconsistent range of outpatient disease payment standards and the strict supervision of outpatient payment.Out-of-pocket payment methods are unreasonable.The main reasons for the problems are the different medical capabilities in different regions,the combination of policy formulation and implementation,the lack of third-party supervision,and the lack of design of prepaid service payment systems.Based on this,the author proposes some countermeasures such as raising the level of coordination,strengthening the supervision of third parties,and reforming the payment methods of outpatients.
