The Data Envelopment Analysis Evaluation Of Efficiency Of Tertiary Hospitals In Jiangsu Province

Research objective: Health was one of the most important people’s livelihood,and the people’s life happiness index was closely linked.The tertiary hospitals were the highest level of medical care in the medical security system,bearing the difficult and severe diagnosis and treatment work.Through the data envelopment analysis of the efficiency of public tertiary hospitals in Jiangsu Province,this study compared the efficiency of different types of tertiary hospitals in different regions and different types of hospitals,and put forward scientific suggestions for the planning and development of public tertiary hospitals in the province.It provided guidance for improving hospital efficiency and improving management level,and provided effective supervision for the health administration department.Plan.Research methods: We sorted out the financial and operated data of the tertiary public hospitals in Jiangsu Province in 2014,selected the effective evaluation index and the modeled with reference to the relevant literature,the study used BCC and CCR models to analyze DEA respectively,and obtained the pure technical efficiency and scale efficiency of each evaluation hospital,judged the scale of the hospital and calculated the efficiency through the data envelopment analysis.The efficiency difference between different regions and different types of three level hospitals was compared to the effect factors of the efficiency of different types of three level hospitals to provided the basis for the rational allocation of health resources.Results: among the 60 tertiary hospitals in Jiangsu Province,there were 19 total effective hospitals and 31.67% of the total.Among them,there were 15 and 35.7% effective hospitals in South of Jiangsu,2 in Middle of Jiangsu,20% in efficiency,2 in the effective hospital in North Jiangsu,and 25% in efficiency.In the 36 hospitals of scale benefit <1,thedecrease of scale efficiency was 31 and 86.11%,and the increase of scale benefit is 5,14.89%.The hospitals with diminishing scale effect were more in hospitals with ineffective scale effect.Conclusion: The operation efficiency of the public tertiary hospitals in Jiangsu was not high,and the level of the three level general hospital was particularly serious.It was suggested that the hospital operation efficiency could be improved by increasing the number of patients and total income,reducing the number of beds and fixed assets.
