With the improvement of international status of China, international community is willing to understand China intensively. Governments at all levels have drafted relevant documents to introduce China to the world. As one kind of foreign publicity materials, the government document provides the international community with information about China. Therefore,translation quality influences China's image directly. However, certain problems still exist in translating foreign publicity materials for different culture and way of thinking among countries,and few researches on translating the foreign publicity material relevant to tourism currently.The writer hopes her translation activities could promote the translation research on this type of foreign publicity material.Based on the writer's translation practice in Beijing RWS Science & Technology Information Consultancy Co., Ltd., this translation report takes Jinan Municipal Government Opinion on Accelerating the Development of Tourism Industry to Establish a World Famous Tourist City as an example to discuss the translation of this kind of foreign publicity material.This translation report describes the task, and introduces the purpose and significance of the topic, the background and the translation process in details, and analyzes some examples, trying to study effective C-E translation strategies and techniques for translating similar foreign publicity material from lexical, syntactic and textual levels.Under the guidance of the functional equivalence theory proposed by Eugene Nida, the translation report discusses translation techniques and strategies for dealing with difficulties in translating new terms, political acronyms, four-character phrases, numeral abbreviations,culture-loaded expressions, redundant vocabularies and long parallel sentences occurred in the translation process. The writer draws a tentative conclusion: the translator should properly apply foreignization strategy to translating this kind of foreign publicity material, and specifically select translation techniques under the precondition of keeping the textual awareness. The writer hopes to provide relevant reference and suggestions for translating similar foreign publicity material by sharing the experience of translating this government document.
