This report focuses on the translation project of Chapter 9 of the book Perspectives on American Law, which explains how the development of new information technologies presents crisis for the intellectual property law in the United States and how the US government and Legislative Branch address it to promote the development of the intellectual property law. This report expounds the motives, objectives and significance of doing this translation project. It displays some typical problems encountered during the progress of translating, including the problem resulting from the lack of knowledge in certain fields, the translation of legal terminologies, and the translation of complicated long sentences. Solutions to these problems are respectively elaborated. For the first problem, the report proposes such ways as reading books concerned in order to gain the professional knowledge. For the second problem, it proposes following the principles of being accurate, being equivalent and being consistent. And for the third problem, it proposes three translation techniques, namely, following the original syntactic order, inverting the original syntactic order, and splitting the original structure. This report may provide reference for translators of legal academic writings and researchers of academic writings translation.
