The Study On Japanese Military Expenditure Policy From 1890 To 1912

This paper discusses the adjustment and development process of Japan's military policy from 1890-1912,about twenty-two years after Meiji era.The paper focusing on contents and features of Japan's military policy in different periods of war,which reveals the relationship between the missing policy of Japan and the national development.The development of military power is complex.For one thing,the armament construction needs a long-term investment,for another,the war would break out in short time.Therefore,Japan set up complete military policy to ensure the coordinated of the military might.The Meiji government was in a state of war soon after its establishment,so which should set up military expenditure policy to enhance military strength.With Japan's national expansionism established,Japan always invest a lot of money because of the military policy.In this background,Japan's military expenditure system has chosen a way that can provide a greater amount of advance for the development of its military power,its military expenditure system in peacetime for the defense system to provide relatively stable and relatively adequate financial investment.Before the crisis approaching,its military expenditure system can significantly increase military spending that convert the rapid expansion of economic power into military power.Japan's military strategy are more motivated during the late period of Meiji Restoration,which is mainly reflects in that the military expenditure system has a mature legal system,budget system and organization.The military policy belongs to the national financial system,and it was allocated by the Ministry of Finance,Ministry of the Japan Navy,Ministry of Japanese army and the Bank of Japan.And during the war,based on the complementary wartime operational mechanism created by the government,the peacetime military expenditure policy turned into the wartime expenditure policy.The specific expenditure of military expenditure policy is to set up a special account of temporary military expenditure,and to maximize all kinds of financial resources as monetary resources through bonds,loans,taxes and bank notes used by military personnel in war zones,thus ensuring the collection of military expenditure.In the late Meiji period,the military expenditure policy not only promoted the military strength of Japan,but also ensured the victory of Japan's external wars.However,this kind of military policy is beyond the enduring capability of Japanese economy.It's not only affects the development of the national economy,but also led to the expansion of Japanese militarism,and ultimately affect the strategic direction of Japan.
