After the American Civil War, the whole country faced the question of the South returned to the federation. The process of political and economic transformation of the South is the process of the "South Reconstruction". Civil war raid the evil slavery,countless black people got liberation and freedom, and therefore, a key issue of the Reconstruction is the black right to vote. The Reconstruction includes three stages of Lincoln Reconstruction,Johnson's Reconstruction and Radical Congressional Reconstruction. Only in the third stage, the blacks really participated in political life and had political rights. On the basis of elaborating the specific political situation of the black in the Southern States and the basic situation of the black officials, this paper attempt to explore the black in the Reconstruction Government's role and function by analyzing the measures of black officials for equal rights.This paper altogether has four chapters. The first chapter briefly describes the background of the establishment of the government of the Southern States. After Lincoln assassinated, Johnson succeeded the president to lead the Reconstruction,he conflict with the Congress on the issue of the black vote.Finally,Radicals through a series of "Reconstruction Bill" and Constitutional Amendments, granted the right to black, the South held a constitutional meeting and establishment the black and white Reconstruction Government. The second chapter discusses the participation of the black in the government combine with the situation of the black officials,their positions and the change in the number of incumbents. Through concrete examples to show the behavior of black officials, they have made achievements in economic,political and educational aspects,and analyzed the limitation of black political.On the basis of the above, the fourth chapter expounds the influence of the black political participation from three aspects: themself. Reconstruction Government and the South.The conclusion points out that the experiences and lessons of the black political in the Reconstruction period for the significance of the modern civil rights movement.
