A Study On Governance Of Cyber-violence Under The Background Of Mobile Internet Era

It has been nearly twenty years since the internet come to our life. Nowadays, the mobile internet is becoming an important part in our daily life. It brings more conveniences, freedom and space, at the same time it leaves space for cyber-violence. The cyber-violence has spread from the PC to mobile internet and brings lots of negative effects. Grasping the situation of cyber-violence today can help us put forward countermeasures for handing them.We can separate the history of cyber-violence from three parts: 1994-2001 is the germination stages, 2001-2006 is the initial period, since 2006 until now is the period of violent and swift spread. While the mobile internet is developing, there are some new features of cyber-violence: the lowing trend of particip ants' ages, more precisions attack objects,more extreme emotion expression and more communication channels. The managed objects should include the netizen, network medium as well as the APP for mobile platforms and network facilitators. We will also discus s the governing measures and the ideal governance models, which will lay the foundation for next part.At present, we have built up well-established system to govern the cyber-violence: we have clearer person in charge and the real-name system is on the schedule. However, we still need more progress in the governing subjects, the governing technology and the governing measures. Based on the previous analysis, the article presents some direct measures and governance devices to these problems: we need efforts from all the participants, we need comprehensive governing measures in each stage of construction and we need the new normal of legal system.
