A Research On Government Response Under The Vision Of The People's Livelihood-Oriented Government

Since 2000, after the annual meeting with "response" as the theme which held by the international school of administration association in Beijing, then raised a hot wave of research the “government response” by the academic circles in our country and a large number of theoretical achievements had been obtained. Under the era of "politics of the people's livelihood", China is committed to building a government which adhere on the people.The attention livelihood of the people, safeguard the people's livelihood and improve people's livelihood is treated as the starting point of all our party and government work starting point and destination,to respected the basic rights of citizens, to promote the equity and justice and committed to achieving maintaining and developing the fundamental interests of our people.Government response has its unique value pursuit to the government of the people's livelihood. It emphasizes an consciousness of responses by the people-based, an content of response based on the requirement of people, a timely and effective process of response, a prospective response to the public demand and government must respect the citizens basic rights.However, the government response can not fully reflect the value of the government of the people's livelihood which it should have appeal, it can not fully meet the objective needs of the construction of the government of the people's livelihood.To this end, the Chinese government response should be improved and optimized based on the construction of the government of the people's livelihood continuously.The party and government gradually realize the importance of responding to people's demand accompanied with the highlight contradictions of the livelihood.The government has issued a series of effective regulations and policies and systems, but overall, there are still many defects in the process of the government response of the people's livelihood government in China.Those defects assumed on following aspects; such as the shortage of government response power to the issues,the content deviates from the public demand, a lack of efficiency response to public demand, the government is limited to responding passively to the existing requirements, the esteem of citizens' basic rights is also insufficiently.These problems gave us a soberly aware on the chronicity and difficulty construction of the government of the people's livelihood.Therefore, we must follow the basic national conditions of our country, draw on and assimilate the successful practice of UnitedStates, Japan, South Korea and other developed countries about the government response reasonably, we also need to put forward some suggestions and measures to improve the government's response. These Suggestions and measures include: the first one is to build a hybrid drive system;the second is to facilitate the executive system of the government response construction;the third one is to increase the active response which based on the public policy as the main form;the forth one is to develop and promote the the carrier and channel construction of government response continuously,the last one is to establish and perfect the related laws and regulations system of government response.
