Civil servants at the grassroots level, who are middle power of conveying and executi ng public policy, account for a large a high proportion of the civil servants group. Moreove r, they are concentrated reflection of government ability, and the quality of civil servants at the grassroots level directly determines the administrative efficiency of the government. A s the executor of policies and regulations of the country and provider of the public service,their ability building receives more and more attention from the public.Xining the capital city of Qinghai province, is the central of its politics, economy, culture, education, technology, transportation,as well as communication.This paper is mainly focus on the grass-roots civil servants, which is not only universally adapted and typically represented, but also make contribute to the theory and practice of the improvement of the capacity of civil servants.For the first step, on the base of great literature, we investigate the current situation and problems that may remained of the civil servants covering the whole 8 districts of Xining. For the second step, we construct two indicator systems, one of which for the problem of the public service provided by grass-roots civil servants, and the other of which for the assessment of that. One the other hand,by using Analytic Hierarchy Process(AHP), we find the main problem of the construction of the public service, and in order to change this what we should spot on. At last, combined with the problem found during the process of our analysis, and the key indicator, we give suggestions as follows: 1. Change the traditional Office-standard mind, and strengthen the consciousness of service. 2. Improve the cultural level of the civil servants and their capacity for providing public service. 3. Perfect the training system, and ensure the overall quality of civil servants. 4. Perfect the performance appraisal system, and make the most use of the assessment. 5. Enhance the social monitoring, and try to build a better government. |
