Research On Technology Immigration Legal System Of China

Technology immigration law is not only an essential part of immigration law, but also an important measure to introduce overseas talent for one country. Technology immigration is a type of immigration, which refers to those people who immigrate to another country or region temporarily or permanently by their own skills. At present, all the national governments have fully recognized that the competition of a country is finally depended on the quality and quantity of professional and technical talent in the country. To attract overseas talent for working or living has become an important method for each country to improve their competition in the field of economy, military, science & technology and culture. Therefore, the important position of technology immigration law in the immigration laws of variety countries in the world has become more and more obvious.Currently, variety of shortages and defects are existed in relative laws and policies about technology immigration in our country, which has seriously hindered the progress of introducing overseas talent. However, developed countries and regions, such as, the United States, Britain, Singapore and Hong Kong, continuously attract overseas talent to work and live there with their perfect technology immigration law system, which can not only meet their demands of special talent, but also enable to promote the continuous improvement of comprehensive national strength and competitiveness. Therefore, it is extremely urgent to enhance the force to attract overseas talent and develop a perfect technology immigration law system in our country.The author think that, it has important significance to introduce overseas talent by making reasonable technology immigration law with high efficiency based on our current development status and characteristics as well as future planning. This paper finds out the shortages and defects of relative laws about technology immigration of China by analyzing the corresponding laws, regulations and policies about current technology immigration in China and comparing with technology immigration laws in different countries and regions, then finally promote the establishment and improvement of Chinese technology immigration laws based on the reference of matured laws and regulation of other countries and regions and combination of current development status and features in China.
