In recent years, with the fastening of urbanized construction of cities in our country, ever-increasing pressure of global environment and high frequent extreme weather, Urban Waterlogging appeares subsequently in some large and medium-sized cities. Therefore, the insufficience of emergency managements of preventing waterlogging has featured and the flood has been a social burning question. Thereupon, preventing flood has been an essential problem which connects with people's security of the lives and property.This paper aims to analyze the work of emergency mangements of preventing waterlogging in cities and find out the insufficence and its reasons on the base of generalizing, summerizing and obsorbing the subsistent research findings. The paper contrasts the foreign advanced experience and provides with the emergency managements system of preventing waterlogging that is suited to China's national conditions, which can enriches our theory of emergency managements methods in our cities and guide our real managements work.This thesis consists of six chapters.To begin with, the paper sorts out the research status and introduces the related literature review of emergency mangements of preventing waterlogging in cities in details at home and abroad. Furthermore, the paper generalizes the existing problems of emergent preventing floods and analyzes the reasons of the current situation. Moreover, the thesis explains the experience of emergent preventing waterlogging in advanced countries in western countries, especially in France, Britain and Japan. Besides, the paper points to the enlightenments from the experience from western countries. Finally, the paper provides the countermeasure of perfecting our emergency managements of preventing waterlogging in cities from the aspects of laws and regulations, administrative organization, management systems and basic-level construction.
