The hot phenomena of applying for civil service has lasted for years in Shanxi, for which the reason involves factors of macro social environment, and influence of micro individual choice. In an effort to make an in-depth analysis on the root cause of the hot phenomena, the paper selects the part of the candidates in Shanxi for the study and uses methods of sociological research such as literature research, interviews and questionnaires to comprehensively analyze this phenomenon, so as to contribute to the individuals'better choice of employment and government's efficient establishing of officials policies.Coleman is an idea collector of sociological rational choice theory, and basic links of his theoretical research mainly includes transformation from the macro to the micro, individual's purposeful choice and transformation from the micro to the macro. The content of this theory becomes the rationale to study the formation of hot phenomena of applying for civil service. Under the guidance of this theory, the paper comprehensively analyzes the hot phenomena of applying for civil service in Shanxi specific performance, and explores the factors that influence its formation, including macro factors and micro factors. Macro factors of this phenomenon mainly refers to individual choice influenced by macro social environment and social conditions, including both positive incentives and reverse guiding factors; Micro factors of its formation mainly includes two aspects of ideal of going to politics that obeys individual preference and idea of pursuing stability that considers opportunity cost.After a dynamic analysis on the hot phenomena of applying for civil service in Shanxi, the paper further analyzes the influence caused thereby, including active and negative one. For the potential negative influence, the paper suggests countermeasures to deal with this hot phenomena from macro and micro layers respectively. To be specific, the macro policies mainly include Learning from foreign experience to correctly guide servant, participation by plural subjects, improvement of employment environment,enhancing power surveillance, perfecting officials system, grasping direction of public opinion, breaking the idea of bureaucracy nature, improving social insurance system, and smoothing channel of guarding right. The micro policies mainly involve college students and social groups who participate in examination, including the college students should seriously learn professional knowledge, improve own comprehensive quality, and the social group should transform employment ideas, expand employment channels.
