In this increasingly competitive society,occupational groups' working stress has reached an unprecedented level.Burnout has been becoming a common phenomenon.Primary level civil servants are basis managers of public affairs and direct force of government functions to be realized.Among them,quite a few people work in the high-pressure environment,physical and mental state in exhaustion.This states not only harm their health,but also affects working efficiency.Therefore,strengthening the study of this group has become the priority to protect their physical and mental health and to promote scientific development of the primary level public administrative work.Based on analyzing the current situation of job burnout at home and abroad,this thesis puts forward the frame,route and basic methods of the research,then starts to research following technique route,first introduces the connotation and performances of primary civil servants' burnout,after taking Hebei Province as an example,through empirical research to explore the general situation and main causes of their burnout.The final results show that primary level civil servants' burnout is serious.There are some differences in gender,age,education,working experience,ranking,etc.The causes of burnout are various,including not only individual factors but also occupational,organizational and social factors.After determining the causes of job burnout,this thesis continues to discuss how to intervene effectively.Specifically,interventional measures could proceed from individual,organization and society in three aspects.Only by taking measures comprehensive can achieve the best effect,so as to provide primary civil servants support help to prevent and eliminate burnout.
