A Tentative Study Of The System For Housing Land And Use Right By Paid

The reform and improvement of the right to the use of the house sites is an important element of deepening the reform of the rural areas. The system of compensated use of the house sites is in line with the current policy of the party, state and the economic and social development. However, due to the lag of the law, the implementation of the system of compensated use of the house sites still faces a lot of obstacles. Based on that, this article shall explore and study the system of compensated use in the following four parts:The first part is the introduction of the origin and drawbacks of the system of uncompensated use of the house sites. The system of the right to the use of the house sites has undergone major changes in three stages. The system was adapted to the political and economic system, however, with the socio-economic development and change of the national policy, our country had to adapt to in the current generation of waste land resources, arable land and the sharp drop in social injustice and so on.Then, combined with the current reform of rural the right to the use of the house sites and the policies of the party and state, the article analyzes the necessity of implementing the system of compensated use of the house sites from the perspectives of the development of market economy, the development of rural society and the perfection of the system of the right to the use of the house sites.Thirdly, the paper analyzes the feasibility of implementing the system of compensated use of the house sites from the perspectives of the party and state policies, the space reserved for the law, the household registration system reform, the improvement of the social security system, rural economic development, social practice and the public opinion.Finally, the paper puts forward some ideas of the perfection of the system of the right to the compensated use of the house sites, including the basic idea and principles, the establishment, the scope, the objects and duration of the compensated use system, the distribution and the management of the compensation and the improvement of other related systems.
