Study On The Supply Of Public Services In Sansha Fishermen

Ministry of Civil Affairs issued a notice on June 21,2012, announced that the State Council approved the revocation of the Paracel Islands, Spratly Islands, the Zhongsha Islands office from Hainan Province, established Sansha which is the prefecture-level city, had subordinate Xisha, Nansha, Zhongsha Islands and sea areas. The establishment of Sansha marked by the emergence of the second islands for the establishment of administrative divisions of the prefecture level cities, following Zhoushan City, Zhejiang province, Sansha is the southernmost latitude location in the city of China, which means that the territorial waters of the South China has an important step. This marks on the South China Sea and its affiliated islands, reefs and waters control, have a more favorable legal basis. The most important, the establishment of Sansha. is not only conducive to enable the South Sea countries to safeguard territorial sovereignty inherent to the southern front forward. At the same time, the South China Sea fishing has caused great attention of the party and country's leaders, and it will be promoted to the development of marine economy, the maintenance of the national maritime rights and interests and maintain the stability of the surrounding important initiatives.Based on this background, through the investigation of 100 fishermen, in this paper, as the main body to Sansha fishermen, the supply of public services and the South China Sea Rights as the starting point, researching on the public service supply of Sansha and the basic situation of Sansha fishermen, in order to strengthen and improve the supply of public services of the Sansha fishermen, and puts forward corresponding countermeasures and suggestions. In order to achieve the goals of the study, a variety of research methods such as literature, fieldwork, observation were applied, volumes of literature were read, in-depth investigations and comprehensive thinking and summary were performed, finally profound understanding of the public service supply of Sansha and the basic situation of Sansha fishermen was gained. The author through the study found that Sansha fishermen faced a variety of risks:cultural qualities of the general is low, life is difficult, the problem of household registration needs to be solved, growth of the peasant income is slow, on the other hand, And the supply of public services in Sansha faces severe public security situation, the shortage of public education, the existence of social security segmentation, the lack of the rural infrastructure, the lack of the public transport, the challenging labor employment, and so on. In view of these problems, the author puts forward five countermeasures and suggestions:improving the quality of public services; improving the supply mechanism of public services; perfecting infrastructure construction; perfecting the multi agent supply system of public service; combined with the South China Sea fishing protection rights. In order to improve the public service level of Sansha and solve fishermen's problems in local conditions, safeguard the interests of the South China Sea and the development of marine economy.
