The Study On Administrative Examination And Approval Reform In Tianjin Binhai New Area Based On Service-oriented Government Guidance

As a necessary measure of the government regulating market economy and public order, administrative examination and approval plays an extremely significant role during public management process. Traditional administrative examination and approval system was the product of the command economy and it was not conformed to the national conditions of China, so it was urgent to establish the administrative examination and approval system that was conformed to the market economy. In 2001, the State Council established reform and leading group of administrative examination and approval system, at the same time, the reform work has been started comprehensively. The 17 th Party Congress report put forward the clearly task and object, which was “deepening the reform of administrative examination and approval system, and building the service oriented government”.The third plenary session of the 18 th Party Congress through "the central committee of the communist party of China about certain major issue decision" comprehensively deepen reform was put forward to further reduce the decentralization.As the national reform pilot district and after constantly exploration efforts, the construction of public service system in Tianjin Binhai New Area has achieved initial success. Especially the first national administrative examination and approval bureau that was founded at May, 2014, it has integrated the resources in the whole district merged the examination and approval function into unified management of administrative examination and approval bureau.This action achieved “separation of approval and management” in the real sense. Administrative examination and approval bureau in Binhai new Area has innovated the management mode and achieved “handle through one window” and “one-stop service” through varieties of measures. It makes great convenience to organizations and common people, and reflectes the requirement of building the service-oriented government.This thesis utilizes literature retrieval method, actual investigation method, case analysis method, comparative analysis method, and other research methods.Through drawing on the experience of the success reform of government restriction in US and Japan, and the advanced exploration related to administrative examination and approval reform in Shenzhen, Sichuan, Guilin and other places in China,this thesis researches the current situation of administrative examination and approval reform inBinhai New Area based on the concept of service-oriented government, concludes the successful experience, analyzes systematically with the existed problems and reasons in the reform, then combines with reality, puts forward further deepen reform contents. Finally,from three aspects that are improvement of the organization structural establishment,transformation of government functions and implementation of the management system construction,this thesis put forward the reform measures mainly include establishing administrative examination and approval reform leadership institution, strengthening the supervision after the separation of approval and management, implementation of“assist in handling service” outsourcing,implementing effective performance appraisal system,improving service consciousness of administrative examination and approval workers, and improving the participation of the common people.
