Lenin is one of the classical writers of marxism theory, who compared with Marx and Engels has more practice experience in power, thus his incorrupt government thought is inherited from Marx and Engels, but it has innovation and development. Studying Lenin's incorrupt government thought enjoys important theoretical and practical significance.This thesis is divided into four chapters. The first chapter analyzes the origin of the problem, research significance, research status and research methods. The second chapter discusses the theoretical source and formation background of Lenin's incorrupt government thought. First, Lenin's incorrupt government thought is mainly originated from Marx and Engels' thoughts. Marx and Engels believe that corruption is rooted in private ownership. To sum up the experience of the Paris commune civil, they propose the thought that a public officer should be "public servants" and "cheap government", and they further give some specific measures, such as general election system, monitoring system, as well as recall system and cancel privileges. What's more, Lenin's incorrupt government thought is based on the specific historical background,especially remaining the old official history in the new regime, people with impure motivation mix with the ruling party, new economic policy causes new problems so that the new regime need to strengthen the construction of incorrupt government. The third chapter focuses on the main content of Lenin's incorrupt government thought, including two main aspects. One is criticizing the current situation of the corruption and analyzing the reasons. Another is specific ideas about cultivation of clean government, including promoting the ideological and political education in ideology; institutionally strengthening the system construction especially improving the supervision system; reforming Party and state organs, establishing low-cost government; against the bureaucracy style;purifying party members on the organization. The fourth chapter, with a historical perspective, combines with contemporary reality and actual of China,scientifically evaluates Lenin's incorrupt government thought, and thendiscusses important inspiration for Chinese government.
