Local Governments' Public Crisis Management Strategies Research

Our country is experiencing the period of social transition, with the social development and contradictions, so the public crisis occurs frequently.On one hand, public crisis threatens the security of people's life and property directly and influences the social economy and the stability of social order.On the other hand, whether public crisis is well managed or not not only tests the governments' management and governing capacity of emergency events but also the governments' authority and image in the public. However, local governments, as the manager of public affairs, the provider of public service,the maker of public policy, the decision maker of public crisis management,shoulders the principal responsibility in the process of public crisis management. Crisis management is one of the most important management functions of local government. It's an important indicator for local governments whether they can deal with various sudden crisis effectively.Therefore, to improve local governments crisis coping capacity, to enhance their crisis management capacity has becomes a big challenge and strategic choice for our country.Based on the angle of local governments' crisis management, this thesis analyzes the current situation of local governments' crisis management and their achievement and existing problems. This paper analyzes the cases of the public crisis events happened in our country in recent years, concludes the western developed countries' crisis management experience and puts forward some strategies to promote our local government's crisis management. In the introduction part, I have talked about the research background and significance of this study and introduced the related research status at home and abroad about the crisis management. The first part focuses on the basic concepts, including crisis and crisis management, crisis management and normal management and local government crisis management. The secondpart analyzes the present situation of our local governments' crisis management, in which the types of crisis events and the governments' achievements and existing problems in crisis management is concluded and some typical cases is introduced and analyzed. The third part mainly summarizes the overseas experience and enlightenment of local government in public crisis management ability construction. The fourth part puts forward some suggestions to improve our local governments' crisis management,including the basic guiding ideology and strategies.
