| In recent years,with the rapid development of urbanization and influenced by economic transition and social transformation which make urban governance problem becomes more and more severer.Social contradiction and benefit conflict are gradually becoming obvious.Social risk is increasing significantly.The target and content of urban social governance are becoming more diversified and complicated.Urban social management also appears some vacuum and weak links.However,the current system of urban grassroots social governance which dominated by grassroots government governance and administrative means has can not adapt to the new changes and challenges of urban grassroots governance.So we must boost the system innovation of urban grassroots governance.Only in this way can we maximally resolve those differences and conflicts,and protect the interests of the masses.Thus realizing stability and safety of urban grassroots social changes and improving urban governance level.On the basis of theoretical analysis of urban grassroots governance,this thesis analyzes its current primary problems,like the single grassroots governance subject,unclear division of power and responsibility of the administrative management subject,defection of governance mechanism in design,insufficiency of legal protection and so on.And it also points out reasons for forming the above problems in detail.Then focuses on other cities successful practices of system innovation of urban grassroots social governance.we learn that their success can mainly owe to three points which is people-orientation,transformation of grassroots governance function and formation of multiple subjects.In the end,It tries to combine theory with practice,thus giving some suggestions for future system innovation of urban grassroots social governance in China which is confirming the role of grassroots government,reforming administrative system of the sub-district office and neighborhood committee,building a multiple subjects situation,and innovating the governance mechanism and approach. |
