Study On System Optimization Of Ability To Work Appraisal

With the continuous development of science and technology and urbanization accelerates, more and more workers concentrated in cities, transforming into industrial workers. Urban employed population increased from 26,230 million of2003 to 38,240 million of 2013, 45.79% growth in ten years. Emerging new industries increase the employment opportunities of workers. On the other hand, greatly increase the occupational risks of workers. To further protect the legitimate rights and interests of workers', to protect personal safety, China has also accelerated the system construction work injury insurance system in April 2003 formally promulgated the "Work Injury Insurance Regulations", which established the basic framework for industrial injury insurance system. But improving the whole system is relatively slow,especially the lack of a nationwide unified standard for identification of work-related injuries and occupational diseases labor ability appraisal. The region is a combination of more local situation, exploring the development of a series of management measures, introduced a local policy and guidance approaches. But there are many problems in practice: two large appraisal poor, identified again the main responsibilities are not clear, do not regulate non-uniform standards, the lack of oversight mechanisms and disciplinary measures, identified the lack of relief channels conclusions again. These problems lead to serious complaints.In this paper, the purpose of research is to protect the legitimate rights and interests of workers' and use work injury insurance fund reasonably and lawfully. The paper gives full play to the industrial injury insurance social security function as a starting point, uses literature research method and empirical analysis method, the theoretical basis of our ability to work related injuries identified were discussed,combining Chongqing Industrial labor ability appraisal of the specific practice,discusses the results of Chongqing Industrial labor ability appraisal made in the system Construction and rationality, resulting in the deep part of petition for the underlying problem "once again identified" controversial conclusions seated reasons,were analyzed, and finally proposed to rationalize the regulatory proposal.After the "ability to work of injured workers to identify management practices"(2014) introduced, the government should regulate injuries labor ability appraisal process system, increase investment in work-related injuries of labor ability appraisal,clear positioning of injuries appraisal committee and improve the social security system.
