Study Of The E-government Application Online Of Administrative Examination And Approval

At the beginning of this century, Chinese government has taken the Tianjin Binhai New Area development as one of the country's overall development strategies, hoping that through the construction, Binhai New Area can play a more active role not only in the promotion of economic development of Beijing, Hebei, Tianjin as well as in Circum-Bohai-Sea region, but also in encouraging the interaction with western world and in boosting the coordinate development of the national economy. In the 18 th National Congress of the Communist Party of China, our party proposed to make further efforts on deepening the reform of administrative system which would put more focus on the adjustment of administrative system, as well as on streamlining administration and delegating power to the lower levels. According to such a principle, Binhai New Area established Binhai New Area Administrative Examination and Approval Bureau innovatively by leading to innovative idea and by exploring new things bravely. All these efforts have contributed a lot for new accomplishments of the Binhai New Area Administrative Examination and Approval Bureau.This paper firstly gives an introduction of the administrative system reform in Binhai New Area, of the establishment of the Administrative Examination and Approval Bureau, as well as of the background and significance of e-government application online of the Administrative Examination and Approval Bureau. Secondly, it analyzes the domestic and foreign research about the online examination and approval system. Finally it offers a general statement on the administrative licensing and administrative approval, e-government, the new public service theory and the concepts of EA theory, in order to provide theoretical support and analysis to the establishment of e-government application online of the Administrative Examination and Approval Bureau. It also presents the whole process of the establishment of the Administrative Examination and Approval Bureau including background, guiding principle, act and system, facilities, targets, detailed procedures in the process of Bureau's building as well as the sub-institutions and functions and powers after Bureau's building. Based on that, the need on the design and utilization of online system of the Administrative Examination and Approval has been raised.
