The Research On The Government Information Disclosure System Of Tianjin Land Resources And Housing Administration

Land resources and housing administration is directly related to the economic and social development, and to the improvement of people's livelihood in Tianjin city. Therefore, the government information of land resources and housing administration has become the focus and emphasis of Tianjin government information disclosure. This thesis introduces the legislation of government information disclosure in foreign countries and the construction course of the government information disclosure system in China. Based on the statistical review of Tianjin government information disclosure in the past years, particularly of the three types of government information disclosure, which are either initiated by government itself, or applied for by someone, or involved in administrative reconsideration and litigation, a comparison is made between the data of land resources and housing administration and that of Tianjin government information disclosure to find the positions and characteristics of both land resources and housing information disclosure and government information disclosure. The insightful investigation into the practice of Tianjin Municipal Bureau of Land Resources and Housing information disclosure sums up the successful experience of government information disclosure, and studies the existing problems with respect to the organization structure, office automation, evaluation mechanism, working level, public satisfaction, standardization degree etc. Some strategies are discussed and recommended to improve the government information disclosure system. Second, a management system of government information disclosure should be studied and developed. Third, the responsibility assessment of government information disclosure should be strengthened. Fourth, the guidance and interoperability of the government information disclosure should be enhanced. Fifth, a survey of public satisfaction with the government information disclosure should be carried out. Sixth, the Working Rules of the Government Information Disclosure of Tianjin Land Resources and Housing Administration Bureau should be formulated. They will produce positive effects on the regulation of the bureau's and even the city's government information disclosure, and will prove to be a reference for the national land resources and housing administration department.
