Village bank has played a very active role in alleviating the fund shortage of China's rural economic development,promoting the development of rural economy and narrowing the differences between urban and rural areas,as a typical representative of the implementation of inclusive finance and providing financial support for rural development.But China's rural banks in the development process also exposes some problems, one of the most serious nothing better than rural bank support for deficiency and shortage of funds and other issues, and lead to a major causes of these problems, it is rural bank corporate governance mechanism has obvious defects.As the particularity of the banking financial institutions, corporate governance of village banks includes not only the general problem, including banks and commercial banks as a special unique problem. Through the investigation and Study on the reality of the development of rural banks, Banking Company will village governance problems mainly attributed to four aspects. The first is the ownership structure line of the main system problems, mainly refers to the ownership structure of current rural bank presents the primary promoter alone big situation, so that the interests of other minority shareholders is difficult to effectively guarantee; followed by the existence of rural bank organizational structure problem, at present our country village bank organizational structure the board of directors, supervisors and senior management personnel in the bank there is a certain degree of defects, professional committee, independent directors and other oversight mechanisms are not generally established; again is the village bank's risk management system is not perfect enough, the village bank is limited to its own conditions, the existence of the short board the ability to resist risks is not strong however, the internal control system is not strong, the business structure is not scientific risk management is not to improve the ability to resist risks so that it is far lower than that of general banking gold Financial institutions; finally, rural banks incentive, restraint mechanism behind the very difficult to effectively stimulate senior management personnel to actively fulfill their duties, it is difficult to attract more professional talents. This undoubtedly hinders the development of rural banks.I think it should be four aspects of the problems existing in rural governance Banking Company stage respectively formulate countermeasures, first, improve the equity structure of the rural banks, the abolition of the main sponsor system, expand the scope of the promoters, breaking the equity highly centralized mode; secondly, improve the village and town bank's board of directors and the board of supervisors system, constructing the scientific board of directors the board of supervisors and the selection system, strengthen the supervision and management of directors and supervisors to perform their duties behavior; thirdly, we should improve the rural bank credit management system, improve product innovation ability of financial rural banks, strengthen the talent introduction and training; finally, improve the incentive and restraint mechanism of rural banks, on the one hand enrich incentive means, from the economic incentive the development of a single diversified incentive, on the other hand, to make the internal constraints and external constraints in coordination, through their own The interaction and external to strengthen supervision of senior management personnel to perform their duties behavior.
