The Problems And Countermeasures Of Town F, Luzhou City, Sichuan Province Research

“The Petition Regulations”was adopted at the Seventy-Sixth Executive Meeting of the State Council on January 5, 2005. Since its implementation on May 1, 2005, China has established the system of petition and the government at all levels has set up the petition department,at the same time, the petition has worked all around the country. 2016 is the 11 th year after the implementation of “The Petition Regulations”,and it is also the starting year of the “Thirteen five plan” which is the important year of managing state affairs according to law. On one hand, the petition has provided the platform for people to express their demands;on the other hand, the stability problems attracted by the petition chaos have troubled the government. According to“The Territorial Management Principle”, the basic government bears the main responsibility to solve the petition problems, but the issues including the illegal petition, professional petition,perennial twining visit and unreasonable petition etc. have become the "long-standing" problem to maintain the social stability for the grass-roots government. From the current situation of the township petition, the petition has become an important factor affecting social stability and the relationship between cadres and masses. Relatively speaking,the area has less petition contradiction and smaller stability issues while which is with more balanced development,more honest politic and more pragmatic cadres; Conversely, the area has more petition contradictions which is with less development, the less upright cadres, and the worse political and civil atmosphere.Along with the "rule of law" proposed by the eighth session of the Fourth Plenary Session and the latest “Amendment of Criminal Law(9)” voted formally, it provides new direction to how to regulate the rural petition chaos. The petition works into the rule of law track which opens the public opinion expression channels, at the same time,the rural petition order is regulated by the lawful thinking and means which has the practical significance to ensure the petition lawful and orderly.In this paper, I take the petition work of the Town F, Luzhou city, Sichuan Province as an example which I worked. It takes the analysis-case method, literature-research method,theoretical-analysis method and practical-research method to focus on the research of the petition theory framework of the grass-roots government, to analysis the typical cases of F Town, to describe the current status of petition and to analysis the causes of petition chaos. On the background of governing the country according to law after the Fourth Plenary Session of the eighth, it provides the targeted solution to standardize and regulate the petition chaos, in order to alleviate the current petition pressure by further rationalizing the relationship between the petition and the ruling-by-law.
